Entertainment commission grants limited extended hours to 81 Social Gallery after debate over noise and inspector access

The San Francisco Entertainment Commission on Tuesday conditionally approved extended late‑night hours for 81 Social Gallery (81 Cedar Street), allowing activity until 6 a.m. on Friday and Saturday nights into Saturday and Sunday mornings, after a lengthy debate over noise complaints and the applicant’s past interactions with inspectors.

Owner Mohammed told commissioners that the venue — which he described as isolated in its building and previously used as an auto repair and art studio — is suited for late‑night programming and can host bands, DJs and poetry without creating neighborhood impacts. He said he had multiple fire inspections and expects to work with health and planning staff on any outstanding requirements.

The commission’s staff and SFPD Northern Station recommended a narrower set of extended‑hours days, citing repeated 311 complaints and prior site visits in late September and early October that found amplified music after normal business hours. The captain recommended limiting extended hours to weekend mornings; staff’s written recommendation mirrored that approach.

Supporters of the venue, including local artists and community organizers, urged commissioners to permit regulated late‑night space for performers who work daytime gig jobs. Several speakers said the Tenderloin needs supervised, legal spaces for artists and performers after 2 a.m. and that 81 Social Gallery could provide a safer alternative to unpermitted gatherings.

But commissioners also raised concerns about earlier interactions between the owner and a field inspector, including an incident in which an inspector said he was not allowed entry during a prior visit. Commissioners emphasized that inspectors are city employees who must be allowed to perform compliance checks; staff said future inspections will be expected and that refusal would jeopardize a permit.

After extended discussion, the commission approved the permit with the police captain’s recommendation: extended hours until 6 a.m. on Friday and Saturday nights into Saturday and Sunday mornings, with the approval remaining conditional on receipt of fire and health clearances and demonstrable cooperative compliance with city inspectors. Commissioners said the approval is reversible if repeated noncompliance occurs or complaints continue.

The vote was unanimous. The commission also reminded the owner that no entertainment is allowed until all required sign‑offs are in hand and that staff will conduct sound inspections and respond to complaints.
