Affordable housing uses, budget warnings and Siesta Key workshop requested during public comments

Three public commentators addressed the commission during the Dec. 12 retreat.

A speaker representing a convened panel of subject-matter experts recommended two primary uses if the board establishes a dedicated funding stream from Avalon revenue: (1) a revolving loan fund to create a returning corpus for continued affordable housing investment, and (2) targeted acquisition of property or buildings — with emphasis on sites near employment centers and transit. The speaker stressed transparency and predictable application processes and said the group will present implementation options to staff.

Christine Robinson, representing the August Foundation, urged fiscal restraint and immediate cuts, warning the county is planning to draw $23 million from reserves while property tax values rose 5.86 percent. She urged a prioritization framework and freezing low‑priority capital projects that can be halted without penalty.

Natalie Gutwein, speaking for Siesta Key Village Maintenance Corporation, requested a county‑led workshop on pedestrian safety, beautification and circulation for Siesta Key Village and the Southbridge District. Gutwein said the PID's assessment base is about $275,000 a year — funds used for maintenance but insufficient for capital improvements — and that a workshop with county staff and stakeholders would allow development of a long-term, funded plan.

Commissioners thanked the speakers and asked staff to follow up where appropriate; staff confirmed the public comments would be added to the record and considered in departmental follow-ups.
