Emergency Services Director Rich Collins described the agreements as tools to share data gathered at the county’s multi‑agency resource center, damage assessments and immediate‑needs surveys with long‑term recovery partners. County legal staff raised a potential conflict with Resolution 2024‑467, which restricts county relationships with organizations that provide referrals to abortion services. Commissioner Kutsinger said the South County United Way is a separate local affiliate and does not provide abortion referrals: "I personally have no problem with the sharing of data with them," he said.
Commissioner Mast cast the sole nay; the motion carried 4–1. The approvals are limited to data‑sharing for disaster recovery and do not include direct funding to the partner organizations, Collins said. Staff will implement the agreements consistent with the board’s direction and the county’s emergency and data‑sharing policies.
