Boards recommend tightening human‑services application scoring; county approves FY26 process and will revise advisory council membership rules

Sarasota County’s Human Services director and advisory council chairs brought recommendations Jan. 15 to refine the contracted human services application process for fiscal year 2026.
The Human Services Advisory Council (HSAC) and Behavioral Health Advisory Council (BHAC) conducted a SWOT analysis and asked for clearer application language, mandatory applicant orientation workshops, improved financial reporting at the program (not just agency) level, a clarified scoring key, and an extended scoring timeline. The councils also recommended combining HSAC and BHAC into a single 11‑member advisory body to address chronic vacancies.
Commissioners approved items 51a through 51d—funding priorities, application materials and instructions, the financial worksheet and the application rating—unanimously. On council structure, commissioners directed staff and the county attorney to bring back resolutions modifying eligibility so licensed professionals who retired or moved to Florida can serve (removing the strict requirement that professionals be licensed in Florida), with additional clarifying language and a one‑year cooling period for prior agency staff where the Board desires it.
Advisors said changes should improve transparency, reduce scoring bias and make council deliberations more consistent. Board members asked staff to prepare resolutions and recruitment steps and to consider retired or out‑of‑state subject-matter experts to fill vacancies.
Next steps: Staff will finalize application language, implement the revised scoring approach for FY26, and return with resolutions to update council membership rules and to recruit candidates.
