Board recommends approval of High Range 6 master plan amendment to expand lots and acreage

The Rio Rancho Planning and Zoning Board voted to recommend approval of a master plan amendment and zone map amendment for High Range 6 (case no. 25-115). Staff said the amendment incorporates four additional lots into the plan area, increases acreage from 102 to 104 acres and updates lot layouts and utility and grading exhibits.
Liz Reyes Carlos, planner with the City of Rio Rancho, described changes to the phase 1 lot layout: the proposed lot layout was adjusted from 323 single-family lots to 279 lots, to be split into phases 1A (118 lots) and 1B (161 lots). Staff told the board the amendment would enable a roadway connection to the existing Broadmoor and Havencrest intersection and that the request aligns with the comprehensive plan and the Lomas Negras specific area plan. Staff recommended the Planning and Zoning Board find the proposed boundary and rezoning consistent with the city’s goals and recommend approval to the governing body subject to findings and conditions.
Justin Simonson, applicant representative, said he was available to answer questions and that staff had effectively presented the application. The board moved to recommend approval to the governing body; the motion passed on a roll-call vote.
The matter will next go to the governing body for final consideration per the city's review process.
