County ratifies higher water and wastewater capacity fees to cover recent capacity investments

Sarasota County’s public utilities director presented a consultant‑based analysis recommending increases to water and wastewater capacity fees to reflect recent capital expansions and related debt. Brooke Bailey said upgrades at multiple treatment facilities—B‑Ridge, Venice Gardens and other improvements—had changed the utility cost model since the fees were last set in 2018.
Raptelis (rate consultant) provided analysis used to recalculate per‑EDU capacity fees. Bailey summarized the proposed adjustment as a near‑$2,600 combined increase per single EDU (water + wastewater) and recommended the board adopt the new fee schedule, with an effective date of March 1, 2025. The board voted unanimously to adopt the resolution ratifying the updated fee schedule; staff noted that applicants who already have an approved utility permit application or are in final pre‑construction permitting would remain on the old fee schedule.
