City unveils OPTIC communications plan; council asks for faster output and clearer metrics

City communications staff presented the Office of Public Transparency (OPTIC) plan on Nov. 18, outlining three priorities—recruitment, community engagement and operations—and a phased rollout of video, social and gov TV content designed to promote services and boost resident use of the Ask Stockton reporting platform.
Staff said the small OPTIC team is newly onboarded and still acquiring equipment; they previewed a short highlight reel and described pending content including an Ask Stockton video series, recruitment toolkits and New City Hall content. Councilmembers asked for more rapid production, measurable KPIs, a distribution plan across platforms (Facebook, YouTube, gov TV and social channels) and a regular update email on content pipelines.
Several council members compared OPTIC output to police and county communications and requested clearer metrics for audience growth, pickup by media outlets and return on investment. Staff committed to streamlining approvals with the city manager and to produce a regular distribution notice and performance summary for council.
