City, county and Saint Mary's outline Navigation Center/Pathways timeline and funding shortfall; council seeks accountability

Saint Mary's representatives said the navigation center family facility will provide 68 beds; Pathways (pre-fab modules) is expected to be permitted and opened by October. McCarty summarized total construction contributions at roughly $28.2 million (city $7.7M; county/partners ~$20.5M) and said annual campus operational investment (city + county + partners) approaches $17.9M. Saint Mary's presented an annual budget showing revenues around $12M and expenditures near $15M, creating an estimated ongoing $3M shortfall.
Council members repeatedly pressed for transparency and outcomes metrics: how many people exit to permanent housing, family bed capacity, and policies on pets (navigation center currently not allowing pets; Pathways will allow some pet accommodation). Public commenters and council members urged more complete reporting and questioned changes to earlier bed-count projections (initially higher bed estimates were revised as furnishing and safety requirements were clarified).
No formal council action was requested at the meeting; staff said a detailed action plan and an HAP 6 joint application with the county will return for council consideration on Aug. 12. Saint Mary's CEO committed to regular reporting, and councilmembers emphasized the need to show measurable exits from homelessness to justify future funding.
