Stockton staff summarized the city's three-step delinquency process July 28, saying letters were mailed in November 2024 and February 2025, owners were notified of liens and given 30 days to cure, and administrative hearings were held. Staff reported roughly 2,835 remaining accounts with a combined balance of about $5,100,000 that would be referred to the San Joaquin County tax roll for collection. Since notices mailed in May, staff said the city had collected approximately $911,000.
No members of the public requested further comment on the item. After the staff presentation and brief council discussion, Vice Mayor Lee moved to adopt the resolution overruling protests and directing placement of the delinquent utility and solid-waste service charges on the San Joaquin County Treasurer–Tax Collector tax roll. The motion was seconded and carried 7–0.
Staff said payments received through the deadline will be removed from the list and that the city must submit the final list to the county by Aug. 7 for placement on the 2025 tax roll.
