The Stockton City Council on Nov. 18 approved a five‑year agreement with Axon Enterprise Inc. to supply body‑worn cameras, TASER devices, digital evidence software and related training and support, with a contract cap not to exceed $7,799,772.82.
During discussion, Councilmember questions focused on the contract's budgetary trajectory: staff said the first two years include a bundled discount that reduces costs; in years three through five the annual cost increases and will be subject to future budget adjustments. The police captain said staff will seek budget authority or grants in future budget cycles to cover higher out‑year costs.
Council emphasized the transparency and accountability benefits of body cameras and digital evidence platforms but pressed staff on contingencies if future budgets cannot absorb the higher years. City staff said there are no unfunded liabilities under the current contract structure and that the $2.9 million in savings in the initial procurement came from bundling multiple services.
The motion to approve the contract passed 7–0.
