Council adopts landscape, lighting and stormwater assessment budgets and levies

The Stockton City Council approved a series of engineer's reports, budgets and annual assessments for multiple maintenance districts on June 3.
Contractors and staff presented engineer's reports for the Lighting and Landscape Maintenance District (27 zones), the consolidated landscape maintenance district, several lighting-assessment zones (including the Miracle Mile/Oxford Manor area), consolidated stormwater maintenance zones, and several industrial stormwater basins. Presenters explained that some small prior assessments required large percentage increases this year to cover deferred tree maintenance and playground-restoration projects; staff noted the percentage change can appear large when the base assessment is small.
Examples cited in presentations included one zone whose assessment increased from roughly $14.58 to $109.56 for the year because of concentrated work, and larger zones that had CPI-based maximum increases (3% this year) set in earlier engineer reports. Questions from council and the public focused on how assessment zones were created (they are tied to development approvals and are not overlaid on council districts) and on the timing of projects and expected service levels.
Public commenters asked for district-specific breakdowns and raised concerns about distribution of work across neighborhoods. After public hearings and follow-up clarifications from staff, the council adopted the engineer's reports, confirmed levies and approved budgets and actual assessments for the landscape, lighting and stormwater maintenance districts by recorded votes (motions carried 6-0 where recorded).
