The Stockton City Council voted unanimously to award a professional services contract to Wallace Roberts & Todd LLC for a downtown master-plan envisioning process intended to accelerate infill housing and activate underused downtown parcels. Jordan Peterson of the Economic Development Department said the contract will combine insights from past downtown plans, integrate community outreach and focus on vacant and underutilized sites (including the city-owned Wells Fargo building and riverfront parcels). Staff said the project is funded by SJCOG and includes robust public engagement and a roughly one-year schedule with a June 30, 2026 completion target.
Speakers from the public supported revitalization while urging that permit-ready housing projects not be delayed. Council members and staff emphasized that projects already permitted would not be affected by the plan; the plan will instead prioritize sites and policy steps to accelerate housing production.
The council’s 7-0 vote authorized the contract and associated budget and directed staff to ensure outreach materials and touch points are widely publicized.
