Committee forwards resolution to convey Leilani Street remnant to state

A Hawaii County committee voted to forward Resolution 370-25, a measure to transfer a remnant of the Leilani Street extension in Waiakea to the State of Hawaii, after staff described the conveyance as part of a larger property transfer.

"So our piece in this has to do with conveyance of that portion that you see on the maps that's not being used as a road right of way," said Melanie Dimelo, deputy chief for the engineering division, describing the portion of the Leilani Street extension that the county is proposing to convey. Deputy corporation counsel Sinclair Salas Ferguson said she was present "to answer any legal questions you guys have."

Unidentified meeting materials read into the record state that Resolution 370-25 "authorizes and directs the disposition and conveyance of a road remnant being a portion of tax map key number 2-2-0-379999" situated at Waiakea, district of South Hilo Island, and that the intent of the conveyance is "thereby alleviating the county of any liability or maintenance responsibility." The item on the committee agenda was introduced "by Council member Kimball by request."

Chair called for a motion to forward the resolution "to counsel if they will recommendation." Mister Eustace moved the motion and Miss Kagyuara seconded. After no public testimony and no questions from committee members, the chair called the vote. The committee recorded seven ayes and two members excused (Miss Kimball and Miss Cherry Nava); the motion passed and the measure will be placed before the full council for further action.

Roy Takemoto, identified in the meeting as a consultant for the applicant, and Public Works staff were available to answer questions, but the committee recorded no substantive additional discussion and no formal amendments. The committee adjourned at 9:25 a.m.

The full council will consider Resolution 370-25 in a subsequent meeting; the committee record does not specify a council hearing date.
