Council approves preliminary design work to study dredging for Riviera Bay canals

City engineering staff presented preliminary design and scoping work for dredging Canals 11 and 12, which manage drainage from inland neighborhoods toward Tampa Bay. Staff said the work would include bathymetric surveys, sediment analysis and a permitting strategy to clarify relationships among DEP and U.S. Army Corps jurisdictional requirements.
Council member Gabbard framed the request as an implementation step arising from the Resilient St. Pete walking tours; engineering said the study will produce a repeatable process for future canal work. Vanessa Puglisi, president of the Riviera Bay Civic Association (participating by Zoom), told the council the neighborhood had documented rising sedimentation and more frequent flooding over recent years and welcomed the focus on Canals 11 and 12 as a first step.
Council voted unanimously to approve the preliminary design work (30% design limit) and requested staff continue community outreach and permitting coordination.
