At its Jan. 7 meeting, Summit County Council addressed a series of routine but consequential administrative items.
As the Board of Equalization, the council reviewed and ratified 71 hearing‑officer decisions, including 27 standard hearing officer decisions, 17 waivers of appearance, 19 stipulations and 8 primary exemptions. Staff explained how some commercial parcels (a group in Redstone) were appealed together and valued as a group; council approved the BOE recommendations by voice vote.
The council also accepted one late‑filed appeal where assessor staff acknowledged a factual error: a parcel that should have been classified under Greenbelt (agricultural) was misclassified. Staff recommended accepting the late appeal limited to correcting the classification and valuation; council approved the recommendation.
When convened as the Park City Fire Service District, the body approved policy sections 6 and 18 in the packet — changes include streamlining grooming/facial-hair rules for EMS personnel and updates to employment status definitions for seasonal employees tied to ACA thresholds — and continued discussion of section 12 (criminal charges/arrests reporting language) until full text could be reviewed by the board.
Administrative actions also included approval of the 2026 annual meeting schedule (with several holidays and summer dates canceled as articulated on the record), approval of a slate of prior meeting minutes with recorded abstentions where members were absent, and the appointment of Candace Hart as council chair and Roger Armstrong as vice chair for 2026. Council members confirmed committee and liaison assignments for the year on the record.
Most votes were roll-call/voice votes recorded in the public meeting minutes; staff will finalize clerical items and post corrected resolution numbers and attendance notations as needed.
