Summit County Council adopts 2026 work plan and council–manager compact

Summit County Council voted to adopt the county’s 2026 work plan and a council–manager compact that sets expectations for staff prioritization and reporting.

County staff said the plan focuses staff and budget resources on strategic priorities set at the council retreat: updated general plans for Snyderville Basin and Eastern Summit County, housing and affordable-housing partnerships, regional transportation (including advancing design on the Kimbell Junction I‑80 interchange funded at $48,500,000), an action plan addendum for solid waste to extend landfill life by roughly a decade, lands and natural resources conservation easements, senior services strategic planning, and several public–private partnership projects tied to county facilities improvements.

During discussion council members asked for more regular, scheduled progress reports tied to the work plan so the body can track progress and give course corrections; they asked staff to add explicit references to rail-trail coordination where appropriate. Staff said they would add rail-trail language and follow up with a cadence for written and oral updates.

The council approved the work plan and compact by voice vote; staff said the adoption will help prioritize staff time and budget allocations for the coming year and activate planned RFPs and design efforts noted in the packet.
