Council approves IGA with Pacific Communities Health District to pave Southwest 10th

The Newport City Council voted Jan. 5 to authorize the City Manager to sign an intergovernmental agreement with Pacific Communities Health District for frontage improvements related to a six-apartment project at Southwest 10th and Abbey.

Derek Tocos, Community Development staff, said the district is required to pave roughly 100 feet of frontage along Southwest 10th and will also construct sidewalk along Abbey; as a bid alternate, the district packaged an additional roughly 350 feet of paving on Southwest 10th to the top of the hill. "They packaged the additional work that we're talking about, this additional 350 feet of paving on Southwest 10th as a bid alternate," Tocos said.

Tocos told the council Kaufman Commercial provided a quote of $82,567 for the alternate. The city has $125,000 budgeted for the project in a previously approved supplemental budget. To address potential construction cost increases, the agreement allows the parties to administratively cover up to 25% in overages; Tocos said anything above that—about $103,000 when factoring the cushion—would require further council authorization.

Councilor Heaman moved to approve the agreement and authorize the City Manager to sign; Councilor Aparicio Reyes seconded. The motion carried by voice vote.

Tocos said the IGA aims to reduce gravel roadway inventory and align with the city's narrow-street shared standard (16-foot pavement with 3-foot shoulders) for low-volume streets. He also said the construction and design drawings are complete and the district has already awarded the civil work to Kaufman Commercial.

Next steps: Staff will proceed with the IGA execution and administrative oversight of any overages up to the agreed 25% threshold; council will be asked to authorize additional funds should costs exceed that level.
