Quintana said the roof work is on a separate, accelerated track: staff hopes to return a guaranteed maximum price for the roof replacement in March, order fabrications, and begin installation in August with completion and dry‑in by November. He described weekly coordination with Major League Baseball and the Tampa Bay Rays and said MLB technical staff and Thornton Tomasetti structural engineers participate in the weekly all‑hands meetings to confirm acoustics, playability and testing requirements. Quintana also said staff will package non‑roof work into probable bid packages so the city can price and sequence repairs after the roof is dried in.
Council members pressed for clarity on the distinction between work required for the field to be ‘suitable for home games’ versus repairs to offices and nonfield components. The city attorney’s office said the use‑agreement obligation focuses on playability and home‑game requirements; office fit‑outs, while important, are not necessary for the team to play. Council unanimously approved both F2 and F3 and instructed administration to return with GMP proposals and any change‑order follow‑up details.
What changes next: staff will pursue the roof GMP and later present priced packages for remaining repairs. Councilmembers asked to be notified of any material surprises and urged transparency about which repairs are essential to honor the use‑agreement and which are discretionary.
