Walton County staff presented the detailed Tucker Bayou Planned Unit Development (MAJ25‑000054) and recommended forwarding the application to the next quasi‑judicial step. Rosanna Edwards, lead planner, said environmental comments had been updated and reported 0.375 acres of wetlands, a proposed wet‑detention stormwater system, and an expected 49 vehicle trips associated with the project.

The applicant's engineer, David Smith of Interlight Engineering, was tendered as an expert witness and testified the detailed plan is consistent with the conceptual PUD and the final order previously adopted by the Board of County Commissioners. Smith told the commission the applicant had addressed the wetlands labeling, provided protective easements to the homeowners association where appropriate and designed stormwater to the county's 25‑year attenuation standards.

One nearby property owner, Millie Rhodes, spoke about an older county road that provides access to several parcels and expressed concern that proposed survey lines could affect her access; the applicant's survey and offer of an access accommodation were discussed on the record. The applicant said it had coordinated with the county surveyor and offered to maintain or provide access to the adjacent property owner.

After questions and discussion, commissioners moved and seconded a recommendation of approval to the special magistrate. The commission voted to forward the Tucker Bayou detailed PUD to the magistrate with a favorable recommendation for final action.
