Nicole Russell, senior planner, presented a draft Land Development Code amendment to implement a recent legislative bill regarding "International Headquarters." She said the bill approved by the legislature last year requires municipalities meeting specified population parameters to allow ancillary uses including hotel and multifamily as part of an International Headquarters campus and also permits complementary retail and restaurant uses.
"This is a bill that was approved by the legislature last year, that requires municipalities between 200,500 residents to allow ancillary uses including hotel and multifamily as part of an international headquarters campus," Russell said. Staff reported it prepared ordinance language, added definitions based on the state statute, inserted the International Headquarters Campus into the use regulations table (including hotels and commercial lodging to accommodate ancillary uses), and drafted an L-39 section with purpose, eligibility, processing, and development standards.
Staff recommended the planning commission forward a positive recommendation to town council. A commissioner noted the change is a matter of state law and that municipalities meeting the bill's parameters must comply. Chair opened the public hearing; seeing no comment cards or speakers, the hearing was closed. A motion to approve the LDC text amendment (Z-25-12) was made, seconded, and the commission voted 7-0 to carry the motion; staff will forward the ordinance to town council for further action.
