APC to study Northern Quarter connection; UPWP amendment approved to fund study

The Area Plan Commission’s MPO Policy Board on Jan. 8 discussed an interlocal agreement and approved a UPWP amendment to fund a Northern Quarter connection study that would explore a road linking the end of US 52/231 near the Meijer/Menards area to the interstate.
Tim explained favorable bids on the Morehouse Road project freed savings to pay for the study, and described a proposed interlocal funding split: APC (the planning entity) would pay 80% of eligible study costs, the City of Lafayette 5%, the City of West Lafayette 5%, and Tippecanoe County 10%. Tim said the study will be phased, with an initial $100,000 phase for which APC’s 80% share is approximately $80,000; the entire study budget referenced in the presentation was $340,000.
Tim said the county commissioners and the mayor had already signed or approved the interlocal agreement; the agreement still requires formal approval by the county council and by West Lafayette. The UPWP amendment (Resolution T2601) to move STBG savings into PL funds was presented by staff, and the board approved the resolution by roll call.
Staff said INDOT central‑office staff agreed to the funding swap that allows use of PL funds within the spending window; APC staff will circulate the interlocal agreement for remaining signatures and proceed with study procurement once local approvals and funding commitments are finalized.
