APC staff informed the MPO Policy Board that CityBus has received federal low/no‑emission grants (including for hydrogen buses and a fueling station) but that the Federal Transit Administration’s Region 5 office has not released the awarded funds. As a result, CityBus has started work on the fueling station and needs interim funding to avoid overdue vendor invoices.
Doug explained the administrative modification processed Dec. 17 reallocated $1,000,000 from unobligated 2025 funds into a low/no‑emission grant line to cover work already underway. "For some reason, I don't know why, the Federal Transit Administration has not received or not released these funds, but work is being done and continuing," Doug said during the presentation. Brian added that the Region 5 office has not provided a release date and staff are discussing alternatives with Region 5 to get funds released.
Board members were told this is an interim administrative action and that it was brought to the board for information; staff confirmed no board vote was required on the administrative modification.
APC staff said they will continue to pursue release of the FTA funds and recommended the interim funding step to avoid late invoices while the region works through the release process.
