The MPO Policy Board on Jan. 8 approved Resolution T25-20 to revise Transportation Improvement Program (TIP) amendment and modification procedures after recommendations from a federal certification review.
Doug, presenting the item, said the update formalizes processes for amendments, modifications and emergency amendments and follows INDOT/NDOT STIP manual procedures. "This is a request to amend the TIP," Doug said, noting APC staff drafted the update last year and that the Technical Transportation Committee reviewed the draft. He reported APC staff sent the draft to INDOT staff multiple times; FTA notified staff it would not review the update, and the Federal Highway Administration asked whether INDOT had provided comments.
Tim warned the board there is a small possibility FHWA could return comments after approval that would require the board to revisit the policy. "So we may be bringing this back to you," he said.
After discussion, the board took a roll-call vote and approved the resolution. Staff said they will implement the updated procedures and will act on any agency comments should they arrive following the approval.
The update is intended to increase clarity and align local practice with state and federal procedures for TIP changes, including a documented emergency amendment path.
