Buncombe lays out TDA LIFT grant priorities: river-park restoration, $22M indoor rec facility among proposed asks

Summary
County staff presented potential uses for 2026 TDA LIFT funds including a proposed $4M river-park restoration, a $22M indoor recreation facility at the sports park that could double as an emergency shelter, Lake Julian improvements, and ball-field renovations; projects must meet TDA statutory criteria and 1:1 match.
Alison Danes presented the county’s planning approach for TDA (tourism) funds and the LIFT grant cycle, explaining that TDA operates two grant programs: the Tourism Product Development Fund (TPDF) in odd years for shovel-ready capital projects and LIFT (even years) for restoration, maintenance and design work. Danes said both programs require that projects be located in Buncombe County, further economic development and lodging occupancy, provide legal control (deed or long-term lease), and include at least a 1:1 local match.
Danes reviewed recent TDA investments — including $1.9 million toward the Inka recreation destination and a prior $4 million allocation — and said Hurricane Helene delayed some projects and created recovery needs. She described proposed 2026 LIFT asks including a $4,000,000 river-park restoration across Hominy River Park, Glenbridge and Bent Creek to repair boat launches, restrooms and parking; a proposed $22,000,000 indoor recreation facility at the sports park that would include a gymnasium, locker rooms, event amenities and the capacity to serve as an emergency shelter; Lake Julian improvements (estimated $6,000,000); art-in-the-park ($2,000,000); and larger ball-field restorations (estimated $10,000,000).
Danes said the county will pursue public engagement and community listening for large projects and will leverage consultants as needed to ensure accessibility and broad input. Commissioners who serve on the TDA and in other roles emphasized the strategic focus areas — arts and entertainment, sports, and family-friendly projects — and raised questions about geographic equity and distribution of recreation resources across the county.
No formal action was taken at this meeting; staff will continue planning and return with detailed project requests and required match information as proposals are developed.
