Andreas Bernal of MGT told the Spring Independent School District Board of Trustees on Jan. 6 that a five‑year disparity study found evidence of barriers in the district's market area that have reduced the participation of minority‑ and women‑owned firms in district procurement.
"The evidence that we did find is that there are barriers in this market area," Bernal said during the presentation of the report, which analyzed $601,900,000 in district procurements from July 1, 2018, through June 30, 2023.
