The board said the RFQ step is required by the grant funding process; qualifications will be sought first and then a separate resolution will authorize an RFP for engineering work once firms are shortlisted. A speaker credited 'Joe' for obtaining the grant and described the broader plan to use greensand filters across districts to address iron and manganese. One board member estimated the whole project might total around $3 million and said phase 1 is covered by the $1.81M award.
