County recommends Kimley Horn to lead Safe Streets planning after USDOT grant award

County staff told the council that Newberry County was awarded a Safe Streets for All planning grant from the U.S. Department of Transportation and recommended awarding the planning and consulting contract to Kimley Horn following an RFQ process.
Staff said the grant award was $240,000 toward a $300,000 project budget, leaving a $60,000 local match that is included in this year’s budget. Purchasing director Crystal Waldrop said four firms submitted statements of qualifications; an evaluation committee interviewed two finalists and identified Kimley Horn as the recommended awardee. The other interviewed firm was AECOM; staff noted the city of Newberry selected Bolton and Mink as its primary consultant and that AECOM would have partnered as a subconsultant on the county effort.
Council moved and seconded the award and the motion carried by unanimous voice vote. Staff noted coordination will be required between the county and the city’s parallel Safe Streets planning work as the projects may have overlapping recommendations across jurisdictional boundaries.
