Council members had previously established that the first person to receive five votes would become president of the nine-member council. After members called their votes by surname, the presiding officer announced, “Mister Kraft is elected president by a vote of,” and Kraft took the chair and thanked members.
The council then opened nominations for vice president. Jeff Horn and Tom Giovanni were nominated; members again voted by calling last names. The chair announced, “Warren is vice president by vote of 6 to 3.” Members congratulated the newly elected vice president.
