Tracy, filling in for Elizabeth Rore, briefed the Delaware County Redevelopment Commission on work under the county's economic development services agreement, outlining outreach and business-attraction activity over the past year.
Tracy said the contractor's scope includes business attraction and recruitment; business retention and expansion; workforce and talent development; infrastructure and site planning; economic policy and advocacy; marketing and community promotion; and community and quality-of-life initiatives. She told the commission the team submitted 24 proposals or responses to requests for information from the Indiana Economic Development Corporation (IEDC) in the past year and maintains a public-facing sites-and-buildings database to match properties with projects.
Tracy described screening a ‘‘lot of noise’’ in the market, naming cryptocurrency-mining and data-center inquiries as examples of speculative proposals that require careful vetting. She said the team coordinated and hosted five site visits involving the IEDC, utilities and local planning partners and credited Erin Williamson (on the contractor team) with leading proposal and site-visit work. Tracy said the contractor has nearly completed a target-industry study for Delaware County, funded in part by the commission, and expects the study to inform the next county economic development plan (previously called Vision 2027).
As examples of private investment the presenter cited Superior Fresh’s purchase of a fish farm in Albany and said, "They've already invested $20,000,000." The presentation emphasized coordination with state and local partners and the contractor’s role in packaging site information and responding to site-consultant requests.
The commission did not take formal action on the presentation; the update was informational. Commissioners asked clarifying questions later in the agenda about next steps and study timeline (discussion recorded later in the meeting).
