The Physical Education Standards Review Committee voted to endorse revised K–12 standards under Domain 2 and heard grade-band work-group updates adding water-safety and concussion-literacy measures.
Morgan Smith, director of health and physical education for the division of academic content, summarized revisions intended to make learning targets clearer and more measurable and to preserve core expectations while giving teachers flexibility. "The work group was also intentional about ensuring their visions reflect that physical education is for all students, not just athletes," Smith said, describing changes that emphasize active engagement and allow assessment through performance, writing, or verbal explanation.
For grades 6–8 the committee consolidated three narrow defensive expectations into one broader standard so teachers can assess defensive decision-making in authentic play: "Students demonstrate reducing open space by using a variety of defensive strategies," Smith said. For grades 9–12, the revision replaces the verb "describes" with "demonstrates knowledge" and substitutes "specialized activity" for "nontraditional activity" to reflect widely practiced activities and better align student choice with skill development.
The committee approved the meeting minutes from Dec. 3, 2025, on a motion from Carrie Lee with a second from Mr. Reyes. Later, a motion to endorse the Domain 2 revisions was made by Caitlin McKee and seconded by Christy Scott; the chair called for discussion and public comment and, hearing none, stated the motion carried by voice vote.
Work-group reports delivered after the endorsement described additional changes under Domains 3 and 4. Carrie Lee, the K–5 work-group representative, said the group emphasized consistent terminology, vertical alignment, and scaffolding of safety concepts, and added "a new standard addressing water safety" "in response to policy requirements." Amy Ballard, representing the 6–12 work group, said proposed standards for middle and high school prioritize transfer to lifelong fitness, cooperative participation, and safety practices. Ballard noted the addition of a scaffolded concussion-literacy standard: in grades 6–8 students would identify signs and symptoms of concussion and common injuries, while in grades 9–12 students would analyze concussion risk and related injuries.
The committee recessed into grade-band breakout groups to continue work on Domains 3 and 4 and assigned Molly to take notes for the K–5 group. Logistics included a 9:45 a.m. start time for work groups and a 30-minute lunch break around 11 a.m.–11:30 a.m. The chair reminded members that attendance is critical to maintain quorum and set follow-up meetings for Jan. 30 and Feb. 12. The meeting was adjourned.
