Jason Snow of Buchanan (substituting) presented a case for a facilities master plan, a 10‑year financial plan and a capital improvement plan to help Walker County manage projected growth and preserve community character.

Snow, who identified himself as deputy chief of staff for Montgomery County Judge Mark Kia and a lifelong Walker County resident, said such planning documents help future commissions continue strategic work and can enable projects (including debt refunding and long‑term financial choices) without raising tax rates. "That 10 year financial plan is gonna help Walker County look at what your financial aspects are now," he said, describing how a plan can present refunding and other financing options.

After the presentation the court voted to issue an RFI seeking a comprehensive planning proposal covering facilities, financial planning and a capital improvement framework. Speaker 1 moved and Speaker 10 seconded the motion; the court carried it and directed staff to publish the RFI and return recommended respondents for future selection steps.
