City staff presented the governing agreement with the Sundance Institute that would make Boulder a host city for the Sundance Film Festival from 2027 through 2036. Chris (city staff) said the agreement is the result of a bid process and includes terms related to city and Downtown Commercial District (CAGID/CBDD) assets.
Council approved the broader consent agenda items unanimously. After adjourning the City Council and convening as the Downtown Commercial District Board of Directors, the board considered Resolution 3‑19, which approves incentives offered to the Sundance Institute and authorizes the general manager to negotiate and execute a lease and related documents.
Staff described a parking incentive that would apply during festival operations and could include revenue sharing for up to 1,000 parking spaces. In response to a council question, staff said the split would be an even share of parking revenue collected during the festival period rather than being tied to a prior base price.
Council members raised questions about community benefits, tracking of local business impacts beyond hotels and restaurants, and use of the equity tool during procurement-like processes. Staff said the contract includes reporting requirements and that data on festival economic impacts will be compiled year‑to‑year.
As the Downtown Commercial District board, councilors approved Resolution 3‑19 unanimously by roll call.
