The Spokane Park Board approved three on‑call master contracts Jan. 8 to support levy-funded park projects and neighborhood improvements. Staff said the master-contract approach will allow Parks to issue multiple project assignments quickly without repeating full procurement for each small project.

Nick (park staff) described the on‑call plan as a three‑year contracting window for highly qualified landscape architects, with individual contracts capped at $750,000 over the term. The first three firms approved by the board were Michael Terrell Landscape Architecture, SCJ Alliance and SPVV Landscape Architects; staff said these firms were among the top-ranked respondents to the RFQ and that most top firms are local.

Nick told the board the RFQ drew 20 responses, 19 qualified submissions and 12 local firms. The approach is intended to increase responsiveness to neighborhoods and expedite levy implementation. The board moved, seconded and approved the three master contracts by voice vote. Staff said they may negotiate with additional ranked firms if needed to meet project demands.
