RDA approves $204,000 reimbursement award for veterans supportive housing project in Green Bay

City staff told the RDA the project is located on the former Brown County Mental Health Center site on St. Anthony Drive and that Phase 1 is already under construction. Staff said the total project cost is $4,430,585 and that unanticipated site conditions — primarily foundation work and related utility excavation on the older site — produced cost overruns the requested funds would help offset. "This project is located on the former Brown County Mental Health Center site over on St. Anthony Drive," city staff said, and staff described on‑site wraparound services including mental‑health, physical‑therapy and vocational supports.
Staff explained the award would be paid on a reimbursement basis: the developer will submit invoices as costs are incurred and the city will reimburse up to $204,000 rather than provide an up‑front payment. City staff said the amount represents about 4.6% of the project's development cost. Staff also said that awarding the request would leave the city with approximately $113,000 in the TADA fund until the next reimbursement cycle, and that a larger reimbursement inflow is expected in 2026/2027.
Board members asked questions about the overrun review process and whether Brown County had committed additional financial contributions; staff said the county donated the land but could not confirm other county funding commitments. Staff also noted plans for a community center and housing units have been submitted and that the project previously cleared the planning commission and city council approvals for the planned unit development.
A board member moved to approve the award and the motion was seconded. The RDA called the ayes and carried the motion by voice vote.
The award will be disbursed on a reimbursement basis as invoices are submitted; the RDA did not attach additional conditions beyond the standard reimbursement process. The matter will proceed under the city's usual implementation and inspection schedules.
