Berkeley County Commission elects Edgar Guggenauer president; Steve Catlett named vice president

At its January meeting the Berkeley County Commission elected Edgar Guggenauer president and Steve Catlett vice president, administered oaths of office, and completed photographs and formalities before moving on to routine business.
The Berkeley County Commission elected Edgar Guggenauer as its president and R. Steven “Steve” Catlett as vice president during its January 2026 meeting. Commissioner Steve Catlett moved to appoint Guggenauer, the motion was seconded by Commissioner Dustin Whitaker and carried by voice vote. Guggenauer then took the oath of office administered by County Clerk Anthony J. Petrucci, pledging to support the constitutions of the United States and the State of West Virginia.
Later the commission nominated and approved Steve Catlett for vice president. Petrucci administered Catlett’s oath; Catlett said he would “fully discharge the duties of the office of vice president of the Berkeley County Commission” to the best of his skill and judgment.
The leadership votes were routine voice votes with no recorded roll-call tally in the public record. The commission paused briefly for formal photographs following the oaths and then returned to its regular agenda.
