The Baltimore County Board of Elections unanimously approved a resolution on a January 2026 special virtual meeting to implement new councilmanic lines after the county expanded its council from seven to nine seats and to establish seven separate Board of Education districts for the 2026 election.
The board’s staff framed the action as required by sections 206 and 207 of the Baltimore County Charter and by Bill 55‑25 of the Baltimore County Code. Rui, an elections staff member presenting the plan, told the board the office completed the required redistricting work and related proofs in the statewide voter registration system and manually checked every street address in Baltimore County.
Rui credited staff with completing the work in a shortened timeframe: "we did it in less than 6 weeks," she said, noting the team worked through holiday periods. Rui named Amanda Cody Gordon and Cindy Morgan among staff who assisted on the project.
The resolution also includes a map package and the polling‑place plan tied to the new precinct configuration. The staff presentation said precincts increased from 243 to 258 as a result of the new council and school‑board lines; the increase, staff said, ensures each precinct will have a single ballot style so voters in the same building receive the same ballot.
Derek moved to adopt the redistricting resolution; Al seconded. The presiding officer called for hands and recorded a unanimous vote of the four board members present. The board said it will publish the adopted district descriptions on the elections office website and proceed to notify voters of any changes.
The board moved next to a separate agenda item on the 2026 polling‑place plan.
