Park County task force asks Legislature to release $5M in appropriated funds for state shooting complex

Leaders of the Wyoming State Shooting Complex told the Joint Appropriations Committee on Jan. 9 they seek release of $5 million that was appropriated in prior sessions but held pending a supplemental. Glenn Ross, chair of the joint powers board, said the request would unlock the final tranche of state matching funds and bring total state support to $15 million; he said the project has already spent and committed $1.835 million on site work, well drilling and road construction.
Patrick Giles, the complex's newly hired CEO, said the project has secured a design‑build contract for an event center and is launching a fundraising campaign to raise the remaining private match (the complex reports roughly $1.8M in donor commitments to date toward a $6.335M target). "If we achieve the release of these funds," Giles said, "we will be able to build a facility that is not only world class, but features the venues needed to attract national level matches." Committee members pressed cost comparisons to other regional facilities, land valuation, and whether the complex can operate without ongoing state subsidies; presenters said the complex intends to be self‑sustaining once operational and that local partners have committed to match elements of the plan.
Lawmakers said the request would be considered during upcoming supplemental and biennial budget deliberations and asked for further cost and appraisal details.
