The Coconut Creek City Commission on Jan. 8 voted to authorize a construction manager at-risk (CMAR) pre-construction agreement for Fire Station 113 and the fire administration building.
Staff said the current station is operating from a temporary facility nearing the end of its useful life and the administration offices are leased. The project envisions building on a 10-acre site off Cullum Road. The city's design contract with Curry Sowers and Aguila Architects (CSA) is in schematic design; staff anticipates presenting a 30% design to the commission around April or May 2026 and expects site-plan approvals to follow through the DRC and planning process.
Staff described phase 1 services to include design review and comment, value engineering, cost estimating, construction sequencing recommendations and delivery of a guaranteed maximum price (GMP) at the end of phase 1. The estimated performance period for phase 1 was said to be about 18 months.
Selection: staff issued letters of interest to 743 firms, received five responsive submittals, and a selection committee recommended Pirtle Construction Company (established 1968) for pre-construction services; representatives from Pirtle attended the meeting. Commissioners asked about lease costs for the current administrative building (staff estimated approximately $11,000 a month, currently paid by Broward County under a holdover arrangement) and discussed lessons learned from Fire Station 50 to reduce change orders through the CMAR model.
The commission called the roll and approved the resolution unanimously. Staff will return with design milestones, DRC/P&Z timing and future contract phases as the project advances.
