The Coconut Creek City Commission on Jan. 8 approved Resolution 2026-005 authorizing the city manager to execute a four-year citywide landscape maintenance agreement with EDJ Services LLC.
Staff told the commission the selection committee received seven responsive proposals and negotiated the recommended contract from $677,000 down to $629,301.60. The initial term begins Feb. 1 and includes the option for two additional one-year renewals.
Commissioners pressed for clarifications during discussion. Commissioner Welch urged the city to prohibit crews from blowing debris into streets and asked whether the contract's specification for "3 inches of red mulch, twice a year" could be changed. Staff and the contractor said natural mulch is allowable and the city can amend the contract language after award to change the color; staff cautioned that a thick existing layer of dyed mulch might require removal to avoid bleeding through. Contractor Rick Blaham said he prefers natural mulch, noted dyed mulch can last longer and that costs vary by color and supply chain.
Commissioner Riedell asked who is responsible for irrigation damage; staff said contractors will be responsible for damage they cause and the city will maintain systems when damage is not attributable to the contractor; the city may pursue insurance or back-charge third parties who cause damage.
On renewals, staff said decisions will be performance-driven; if there are repeated issues, the city would advertise a new solicitation rather than renew. The commission called the roll and approved the resolution unanimously.
Next steps: staff will finalize the contract documents, incorporate any desired changes on mulch specification or other details, and execute the agreement to begin Feb. 1.
