The applicant (identified in the hearing as Dong/Dong Pham) told the board they had posted the required on‑site notice and prepared the special‑permit materials requested at a prior hearing. The board noted an outstanding housekeeping item: the application had not been signed. Member McCarthy moved to approve the special permit conditioned on the applicant coming to the Department of Planning and Development to sign the application form; the motion was seconded and approved unanimously.
