City staff told council that Parkview Townhomes — a 47‑unit townhome development on a former Days Inn site at 301 Bragg Boulevard, assessed at about $13 million — are located inside the downtown Municipal Service District (MSD) according to county GIS records. The MSD funds additional downtown services through an extra property tax and is currently used to support arts, events and downtown activation (contracted largely to Cool Springs Downtown Management).
Staff explained the statutory removal procedure: a property owner must submit a written petition specifying the tract and reasons it should be removed; council must hold a public hearing and may, by ordinance, redraw district boundaries if it finds the tract not in need of district services to a greater extent than the rest of the city. Any boundary change would take effect at the start of the next fiscal year (July 1).
Councilmembers questioned whether residential parcels such as Parkview receive the enhanced services funded by MSD revenue (for example, ambassadors, holiday lighting, event cleanup), and asked staff to itemize services delivered to parcels inside the district and whether Parkview had received those direct benefits. Staff said the MSD revenue flows primarily to downtown activation (Cool Springs contract) and that some services (trash, private parking, HOA maintenance) remain the responsibility of property owners. Staff estimated the fiscal impact of removing Parkview would be about $19,000 annually to the MSD collections and said options would include reducing services or using general fund support to maintain the current service level.
No vote was taken. The city noted the formal route for removal and that any action would require a property owner petition and subsequent public process.
