The Cumberland County Board of Commissioners voted to table consideration of the county’s Enterprise Resource Planning (ERP) charter after a public commenter who identified themself as the newly elected, independently elected controller said they had not been given advance copies and asked for time to review the proposal.
The controller, speaking during public comment, said they had “not seen whatever document is up for approval, consent agenda 16, nor have I been part of any discussion,” and asked the board to postpone action. Commissioners discussed the scope of the charter, with one member saying the ERP and accounting system should be “a system that the entire county needs to run” rather than the responsibility of one office.
County staff member Stacy told commissioners the changes in the draft charter were chiefly formatting to match county policy style and a change in the number of members on the ERP steering committee. After discussion, a commissioner moved to table the charter; the motion was seconded and approved, with one commissioner recorded as opposed. Commissioners directed staff to place the item on the next public meeting agenda for additional review and asked staff to provide materials to the controller and steering committee in advance.
The vote leaves the current charter in place until the board reconsiders any revisions. Commissioners also asked staff to coordinate with the controller and with Dana (staff) to ensure timely distribution of the materials and follow-up before the next meeting.
