Needham commission continues hearing on 68 Bridle Trail Road after expert objections

The Needham Conservation Commission on Jan. 8 continued the hearing for a new Notice of Intent (DEP 234‑956) for 68 Bridle Trail Road until its Jan. 22 meeting after neighbors and their consultants raised legal and technical objections related to riverfront‑area performance standards.
Diane of Field Resources, representing the applicant, described modest plan changes and an operation-and‑maintenance schedule for a proposed pool and related work. Commission staff explained why the project is before the commission (local regulations and size thresholds) even though DEP may treat some accessory lawn conversions as exempt under state regulations.
Neighbors’ expert wetland scientist Lenore White told the commission she believes the proposal places new impervious surfaces within the inner riparian 100‑foot zone and exceeds the 5,000 square‑foot alteration threshold in the riverfront area, and she said state performance standards therefore apply. An attorney for the neighbors, Donald Nagel, also argued the commission should not approve a Certificate of Compliance while overlapping open order conditions remain and urged more time for review. The commission split on a motion to close the hearing (3 ayes, 3 nays), then voted to continue the hearing to Jan. 22 to allow staff and applicants to provide further documentation and for additional public comment.
Separately, the commission approved a complete Certificate of Compliance for an earlier DEP file (234‑272) related to the property that staff said had been partially closed out and for which monitoring reports were provided.
The commission requested additional mapping and regulatory analysis and will reconvene the hearing on Jan. 22.
