On Jan. 8 the Elkhart Board of Zoning Appeals granted a use variance to allow construction of a two-family dwelling on a vacant lot in the 2400 block of South Main Street, a property zoned B-1 Neighborhood Business where two-family dwellings are not a permitted use.
Staff said the request is consistent with evolving development patterns along this section of South Main; the commercially zoned corridor acts as a buffer between residential and industrial areas and already contains some residential uses. Staff recommended approval with the condition that the project be built to R3-2 family standards; staff warned that accommodating stormwater, buffering, and parking on this site may require additional developmental variances.
The petitioner indicated the proposal mirrors dwelling types built on Edwardsburg Avenue and that the owner may keep units as rentals. Staff reported 30 mailed notices with one in favor. A board motion to approve the variance carried on roll call.
Next steps: the petitioner must follow R3-2 construction standards and pursue any additional variances or platting needed for stormwater and parking compliance before final building approval.
