The Menands Village board on Jan. 5 adopted a resolution to protect streets affected by the South End project, adopting a short-term moratorium that would limit openings to emergencies for a set period after construction.
Unidentified Speaker (S1) explained the action was intended to fill a gap in project contracts: “That was never we never did a formal resolution to protect the streets. So with this resolution is so that after the South Bend project is complete, they're the more authority for 5 years that they can't nobody can open it up unless it's an emergency.” The speaker listed streets to be covered, including Amsterdam, Putnam Street, Northborough and Wolford.
Unidentified Speaker (S2) asked whether the board needed to read the full text; after brief procedural back-and-forth, the chair called the vote: "All those in favor." The board voice-recorded “Aye” with no opposition voiced on the recording, and the chair declared the resolution adopted.
Board members said the protected-streets resolution follows a common municipal practice of placing a moratorium (often five years) on excavation or street openings on newly improved streets to protect infrastructure investments. The board directed staff to draft the final language and circulate it for review, to be incorporated into the village code changes the board is pursuing.
