The York County Planning Commission voted on Jan. 12, 2026 to recommend approval of Case 25-56, rezoning a 1.86-acre parcel on Spring Point Road in Rock Hill from RSF-40 to RSF-30 to allow a manufactured home as the primary dwelling.

Planning staff described the property as a flag lot near the southwest end of Lake Wylie and said the rezoning is primarily to permit a manufactured home as the primary dwelling. "We recommend approval," planning staff said, noting that RSF-30 and RSF-40 have similar density and lot-size requirements for this area.

Commissioners questioned whether RSF-40 already allowed manufactured homes. Staff replied that RSF-40 historically has not allowed manufactured homes and that allowing them in RSF-40 would require a text amendment to the zoning code. Staff explained the process: commission members could ask staff to explore a text amendment and bring it back to the commission for further consideration rather than having the applicant file under a changed text.

Unidentified Speaker 2 moved to approve Case 25-56; the motion was seconded and carried with no recorded opposition. The applicant is Alyssa Hudspeth and the owner is Philip Long; the parcel is referenced as tax map 5470000261 in Council District 6.

During discussion Commissioners asked staff to investigate whether permitting manufactured homes in RSF-40 should be pursued as a general text amendment in a future meeting; staff agreed to that next step if requested. The commission's recommendation will be forwarded to the county council for final action.
