The Raymore City Council on Jan. 12 approved the second reading of Bill 4002, amending the zoning map for a portion of the Good Branch tract from agricultural to B-P-P (business park plan district overlay) to allow development of a federal records storage facility.
Councilmember Jay Baker (Ward 1) said he was voting no and summarized constituent complaints about placing a warehouse up to 35 feet tall adjacent to existing and future single-family homes. "With this new rezoning, we're gonna put a warehouse in an area and then next to that will be single family homes," Baker said, adding that the current blueprint had designated the area for higher‑density homes that would have acted as a buffer. He also cited traffic problems, noting existing congestion at North Cass and Dean Avenue with about 1.5 million square feet of existing warehouse space and concerns that additional facilities could push the footprint above 5 million square feet.
Proponents said the council was considering only the zoning change on this item. After discussion, the motion to adopt Bill 4002 was approved; Councilmember Ingeart abstained because she was not present at the prior meeting. The clerk recorded the outcome as five votes in favor, two opposed and one abstention.
The ordinance alters the official zoning map for the specified part of the Good Branch tract to B-P-P. Council did not state additional mitigation requirements in the motion; any plan-level site controls, traffic measures or conditions will be reflected in later permits and approvals.
The council moved on to other business after the vote; there was no additional public comment on this specific rezoning during the meeting.
