Tom Keane, Roger Chapin and Shan Rose were sworn in as Orlando city commissioners at a ceremony at Orlando City Hall on Tuesday, where each delivered brief remarks laying out priorities for their terms.

Heather Fagan, chief of staff to Mayor Buddy Dyer, opened the ceremony, announced the three commissioners and invited Mike Adams to lead the Pledge of Allegiance. Chaplains from the Orlando Fire Department and the Orlando Police Department offered an invocation and benediction before a reception on the ninth floor.

"Moving Orlando forward" was the theme of Commissioner Tom Keane's remarks after taking the oath for District 1. Keane thanked the mayor, fellow commissioners and volunteers and said development should "serve our neighborhoods and our families," called for smarter traffic control and meaningful investment in public transit, and said housing must be "livable and attainable." He also thanked outgoing Commissioner Jim Gray for his service.

Commissioner Roger Chapin, sworn in for District 3 by Mayor Buddy Dyer, thanked family and long-time civic mentors and emphasized bipartisanship and respect for differing views. Chapin said political leaders should "respect and protect all people" and urged colleagues to seek ways to work together rather than hold confrontational press events.

Shan Rose, sworn in for District 5, thanked supporters and outlined priorities that included investing in "safe and affordable neighborhoods," supporting local businesses and expanding economic opportunity. Rose invoked neighborhood examples and local small businesses to underscore the everyday concerns she plans to address and said she intends to "let my work speak" for her tenure.

The ceremony included recognition of county and state officials in attendance and concluded with a reception; the regular Orlando City Council meeting was scheduled to begin at 2:00 p.m.
