The DeKalb Township Board opened a public hearing on midyear amendments to the township’s budget on a December 2002 evening meeting and discussed adjustments across multiple funds intended to keep line items “in good standing,” the supervisor said.
Supervisor Hess said the packet shows old budget numbers crossed out with new figures and highlighted principal changes in the general town fund, including a new $7,500 line item “for life safety and security” to capture planned building-safety upgrades. She told the board that a vehicle originally budgeted at $50,000 “came in at just under 30,” freeing approximately $20,000 to allocate elsewhere.
Other changes included trimming community youth program funding because of fewer applications, increasing emergency relief in anticipation of unexpected needs, and shifting assessor-office payroll after the completion of the township’s Sims data-entry project. On the cemetery capital fund, Hess said the final surface treatment for a recently finished road cost about $4,000 this year rather than the $40,000 quoted last year, and that estimates from monument companies led the board to raise some cemetery-installation line items.
The supervisor also reported a $100,000 donation toward a planned Peace Park. “The project’s gonna cost us a minimum of a $100,000, and we’ve already spent close to $40,000 of the donation,” she said, and added that columbarium bid packages would be issued the same week; bids will be due in January and the landscape architect is targeting an April start with completion by May.
There was no public comment during the hearing. With no further questions, the board moved and seconded to close the hearing; the supervisor stated the hearing was closed at 06:13.
Procedural notes from the meeting include an initial motion to approve the agenda (moved and seconded; voice vote recorded), and a later motion moved and seconded to recess to executive session at the end of the business portion of the meeting.
What comes next: Bids for the columbarium and Peace Park will be returned in January for the board’s consideration and likely vote at a subsequent meeting. The board also expects to see a separate budget amendment related to final paving payments in January or February.
