The Hillsborough County Planning Commission on Jan. 12 voted 7–1 to find HCCPA 25‑31 consistent with the county comprehensive plan, forwarding the privately initiated map amendment for property along Dr. Martin Luther King Jr. Boulevard to the Board of County Commissioners.
Planning staff recommended the amendment be found inconsistent, arguing the site—currently Residential‑1 in a rural area—would see a substantial increase in commercial intensity and that Light Industrial (LI) is generally not appropriate within established rural residential neighborhoods. Agency comments raised concerns about traffic capacity and potential drinking‑water contamination risks tied to industrial uses.
Applicant representative Todd Pressman countered that the corridor already contains long‑established industrial, trucking and utility uses (including a radio tower and truck operations), that the Seffner‑Mango community plan directs commercial development to Martin Luther King Boulevard, and that petitions of support and existing zoning patterns justify the change.
Commissioner Kona moved to find the amendment consistent with the comprehensive plan based on the Seffner‑Mango Community Plan goal 3; the motion carried on roll call with Lankes voting no. The consistency finding will be transmitted to the Board of County Commissioners for final action.
